bagpipes?

So this afternoon I go take the dog to the lakefront for a walk to
enjoy the gorgeous (70 deg. and sunny) weather. On the walk back
to the car I hear bagpipes in the distance. "I'm hearing things, this
is Mandeville, that can't be bagpipes." Driving down the lakefront
to get out of that little slice of yuppie hell, yup, there's some old
guy playing bagpipes.
